Emily Carris Duncan
State Representative
Whitingham Halifax Wilmington
I’m honored that you have chosen to have me represent you in Montpelier. During the course of this election I have had the pleasure of learning that our concerns about housing, education, taxation, and general cost of living go far beyond party. I believe that this offers us the opportunity to heal our divisions. I look forward to working with and for everyone in the community, including those who voted for my opponent, as we chart the best path forward. I am grateful that you have welcomed me into your homes and businesses to share your worries, hopes, and visions for this vibrant community. Thank you for putting your trust in me to help bring this vision for a resilient, flourishing region to life.
We are in a pivotal time and it means using our best creative ideas to build for a resilient future. In Montpelier I will work hard to find ways to fund more small safe housing units and increase our weatherization efforts to bring down the overall energy costs of our housing and to create education solutions that use our tax dollars to fully serve our community’s health and education needs.
I certainly couldn’t have done this alone. I had fantastic support behind me. Thank you to the Vermont Democratic Party, Windham County Dems + Whitingham Dems for showing up and standing by me during this race. Your assistance and guidance has been invaluable. Thank you to Corey for driving many miles and being right by my side. Ann Manwaring, thank you for showing me the ropes and keeping me on track. And thank you to my Dad, Bill for his wisdom and my family for cheering me on and keeping me going. Thank you to Abbie Corse and the entire Corse/Powell family for your love and steadfast commitment. To my donors, with your support I was able to get my message out to thousands of voters. To the postcard posse Lynn, Kevin, Pam, Cristos, Ana, Rachel, Graham, Aysha, Todd, Emily, Abbie, and Cassie you are all rockstars thank you for all your help reaching so many voters. To all my friends locally and beyond and my community at Ratu’s thank you for inspiring me to keep going and growing.
This has been such a wonderful experience. I aim to represent you well. But I can’t do this alone. Be in touch with me, tell me what you need and I promise I will keep you up to date on what is happening in your state capital. Together we will grow this community.

Core Issues
Small Business + Farm Support
Our local businesses and farms are a vital part of our community economy. With continued rising costs and limited time, operating a thriving business has many challenges. As a small business owner I know that community support is key to success. I will support initiatives and programs that help our local farms and businesses thrive.
Housing Affordability
Home rental and purchase costs have gone up exponentially. The cost of running home has gone up with the cost of heating and cooling our houses is becoming a major expense. Affordability in housing is critical for a thriving community. I will work towards finding sustainable solutions to our housing crisis.
Tax Control
As Vermonters we are in the top ten of highest taxes in the country. Additionally our region has some of the highest taxes in the state. I will work to ensure that our taxes stay under control for our community. and will work to ensure we get the resources we need.
Education
As a trained educator and very proud aunt, I believe that having strong education is vital for youth development and overall community well being. I will work for sustainable education solutions that work for students, teachers, and families.
Support For Vulnerable People
Our community members that are older, lower income, LGBTQ, and/or people of color can face additional challenges in areas like education, housing, transportation, and healthcare. I will work to ensure that these individuals and families are supported in their needs.
Mental Health Care + Addiction Services
Like so many communities in Vermont we have folks struggling with their mental health and substance use disorder. These struggles quickly affect families and the community at large. I will support ongoing efforts to support those affected in finding sustainable mental health solutions for the community
Build our climate resilience
Our community faces many climate challenges with wet icy winters and higher potential for flooding than ever before. I will support initiatives like weatherization that will help create a strong climate resilient community.
